Why do you need to torque 90degree after running for 25 minits?
Bolt stretch under load. The idea behind this is that they should be resnuged after that time to ensure there is no looseness. This is a practice that is adopted by large service companies such as Midas, and Mr Lube and the like. The policy creates a return from the customer, and also a for an out on any warantee should the customer not return to have the lugs retorqued.
That being said, I've never retorqued a wheel lug in my life with the exeption of following some very strict guidelines when working on Ambulances, and there has never been an issue. Many technicians will regard this practice as a waste of time, however if you are doing the work yourself, it really can't hurt and there is no reason to overlook it if the act makes you more comfortable.
-I have seen a wheel fall off a car from someone completely forgetting to tighten the lugs on a wheel and I have seen studs rip away as a result of lug nuts missing and only 3 of the five nuts being present.
