The cheapest car is the cheapest car they should get.
The car I bought when I first passed my test 20 years ago cost 50, and needed 75 of repairs to get it to pass the government roadworthy test (MOT).
There is no make or model in particular, but go for something small with a small engine (For insurance costs).
