Can you use a handicap placard on a car that is not registered in that state?

Can you use a handicap placard on a car that is not registered in that state?
I don't know about the legalities of that, but I live in PA and have never had a problem about using my Handicap Placard in MD, NJ or NY. Maybe I'm just lucky.
