The police department of my home town is going to go knocking on all residents doors to see if the residents own dogs. If these dogs are not licensed or have a rabies certificate, the residents will be fined.
Is the above legal?

You do not have to answer them, and you do not have too open the door. It is the privilege against self-incrimination.
