My sister currently has a warrent for violation of felony probation. She is 19 and has two kids. We have been told by her legal aid her only option is five years prison. Is that true?

There are really not enough facts here to say if that it true or not, but it is very likely in the case of violation of a felony probation. If she is confused she needs to sit down with her lawyer and have it explained to her.
