Can a 16 year old teenager purchase a lighter from a retail store such as 7-11?

I am not personally aware of a law that would prohibit a store from selling a lighter to a 16 year-old, but it is possible there may be. Even if there is no law prohibiting it, the store could have its own policy prohibiting the sale. The policy would be legal, and certainly not discrimination.
