While the oil level is low,you won't get smoke but you can cause engine damage if it's too low.If the oil level is low enough that the oil pump starts sucking air or (oil+air),you lose oil pressure and cause damage.Permanent damage can happen after about 20 seconds.

Once the pistons and rings have been damaged,you will burn oil and make smoke when you fill up with oil.
