Your question is not really a legal one but a political one.
In my opinion, what title pawn companies can do and charge in Georgia is indefensible, reprehensible and akin to what Mafia loan sharks do.
The legislature would certainly help Georgians if it abolished title pawns, or at least heavily regulated rates. Georgia's title pawn interest rates are some of the highest in the country and the consumer protections here are some of the weakest in the U.S.
Having said that, people should read what they sign, and a person going to a title pawn company is given paperwork that details the fees and costs. So when someone pawns a title and then complains about the numbers, they really did it to themselves.
The title pawn lobby in Georgia is strong, and until enough Georgians contact their legislators, change is unlikely.
